“It’s like selling sand in the dessert”: Making a business case for capacity-focused DSM.

EQL Energy surveyed the utility and quantified utility value of procuring capacity from customers through DSM programs for both bulk power and T&D system. Values included:  system capacity, ancillary services, line losses, environmental benefits, flexibility, and deferred infrastructure investment. EQL provided forecasted supply curves for obtaining capacity and ancillary services from Customers. EQL recommended specific steps towards including Capacity DSM into their resource portfolio, and evaluating the cost effectiveness and reliability of using distributed capacity from load, energy storage, demand response, generation, and microgrids.
